What is meant by hidden loss?
Pursuant to Annex A of ARERA Resolution No. 609/2021, occult losses are defined as water leaks occurring downstream of the meter, on the user's responsibility facilities; these are leaks that do not surface and cannot be traced with the normal diligence operations required of the user to control property.
In execution of the provisions of Annex A of ARERA Resolution No. 218/2016 of May 5, 2016, as amended by Resolution No. 609/21 above, the protective measures are declined as indicated in the following paragraphs.
1. The average daily consumption is represented by the average daily consumption of the last two years prior to the loss related to the same period indicated in the bill where the abnormal consumption was detected. In the case of new activations, the average daily consumption is determined on the basis of the average referring to the same type of user.
2. The extra consumption that allows the activation of protection is quantified in the consumption at least equal to twice the average daily reference consumption (i.e., at least 100% of the average daily consumption).
3. The Manager will notify the user of such abnormal consumption detected during consumption collection, by registered letter with return receipt, e-mail or PEC
4. The individual user will be eligible for protection again after a minimum period of at least 365 days from the date of issuance of the bill in which the abnormal consumption was detected.
5. The user shall promptly notify the Manager of the completion of the work on the leak.
6. After three months have elapsed since the Manager's report of the detected abnormal consumption without the user having repaired the hidden leakage, the user shall not be entitled to relief.
7. Activation of protection will result in the application of the following benefits in relation to the bill in which the abnormal consumption was detected and in the following three months:
- for sewerage and purification service, total exemption from the application of the relevant tariff in relation to the volume exceeding the average daily consumption, upon demonstration of leakage into the environment;
- for waterworks service application of the rate equal to half the base rate to the volume exceeding the average daily consumption and application of an allowance of 30% on the billable volumes affected by the reductions.
8. The user has the right to join the insurance stipulated by the Manager for the sums due for hidden losses with a maximum of 10,000.00 euros per claim with a deductible of 45% for domestic users and for 13,000.00 euros for non-domestic or mixed users always per claim, unless otherwise modified in the contract conditions that will be communicated to the user by the Manager or the Insurance Company.
9. This is without prejudice to the user's right to arrange for suitable insurance independently with other insurance companies.
10. Instalments of the amounts due for abnormal consumption resulting from leaks shall be granted, upon request, in the manner and under the conditions set forth in Article 42 of Annex A) of Resolution No. 655/2015). Installments are granted even if the invoice issued does not exceed the values in the above mentioned annex. The interest provided for the installments shall be increased with deferment interest equal to the reference rate set by the European Central Bank and default interest from the fifth day of expiration of the fixed term for the installment payment.

To apply for the relief provided, it is necessary to: fill out the form that can be downloaded in the dedicated section (Forms) and deliver it signed - together with a photocopy of an ID and all required documentation - to our offices during public opening hours (check out the hours of the counters). Or you can send the form-along with a photocopy of your ID and all required documentation-to clienti@comoacqua.it.
In addition to the minimum protection provided, Como Acqua provides enhanced and improved protection for users who sign up for it in the event of increased water consumption caused by hidden leaks in the property's internal network.
In fact, taking out the policy guarantees, where the policy conditions are met, an insurance reimbursement of a portion of the waterworks service charges associated with the leakage event, subject to the deductible payable by the user.
HOW TO ACTIVATE THE INSURANCE POLICY?
It is simple, but most importantly, protective: just fill out the downloadable form in the Forms and hand it in signed - together with a photocopy of an identity document - at our Counters during public opening hours (check out the hours of the counters) or send the form along with a photocopy of ID to clienti@comoacqua.it.
N.B: For all those who have already paid the premium for the loss insurance policy in the previous calendar year, it will be automatically renewed under the new conditions, without prejudice to the right to withdraw at any time. The insurance policy will take effect at midnight on the day of receipt of the signed form and will last until 12/31 of the current year, it will be automatically renewed in subsequent years, subject to the right of withdrawal at any time by written notice from the user.
