Throughout the entire day of Monday, October 23, prominent figures from politics, institutions, and water industry professionals took turns speaking, having responded enthusiastically to the invitation of Engineer [Note: \"dell'Ing.\" is left incomplete in the source text, so it ends with \"Engineer\"]. <strong>Enrico Pezzoli<\/strong>, President and CEO of the sole operator of the Integrated Water Service in the Province of Como.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The morning session opened with institutional greetings from Alessandro Rapinese, Mayor of Como, and Provincial Councilor Valerio Perroni, representing the institution chaired by Fiorenzo Bongiasca. Two regional ministers of Lombardy also spoke: Massimo Sertori (Local Authorities, Mountain Affairs, Energy Resources, Water Resource Management) and Alessandro Fermi (Research, University, and Innovation).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After announcing the return of the lakeside promenade \u201cto the city and the world\u201d by the end of 2023, Councillor Sertori explained how water is an essential resource especially in Lombardy, whose agriculture ranks first in Italy and requires 9 billion cubic meters per year, equal to the entire human consumption demand of the rest of the country. Delving into the Integrated Water Service, he emphasized how the regulations, although revolutionary at the time, date back twenty years and therefore now need fine-tuning: \u201cIt is a reflection that we must all make together, to arrive at a tariff that allows us to support the service and investments.\u2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Councillor Fermi congratulated President and CEO Enrico Pezzoli on the recent CEO of the Year award won at the Le Fonti Awards and recalled the great journey made by a company he saw come to life: \u201cIt was certainly a won challenge, and much of it depended on the administrative capability of those who managed it.\u2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Praise for the work of Como Acqua also came from the Mayor of Como, Alessandro Rapinese, whose aqueduct will be managed by Pezzoli's company starting in 2026 (today sewerage and purification fall under his responsibility): \u201cThe right to water is fundamental in a democracy, but with such an efficient company and manager, I sleep soundly.\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The first panel, which had an institutional focus and was moderated by Sara Monaci from \u201cIl Sole 24 Ore,\u201d then opened. In this space, the President of Anci Lombardia, Mauro Guerra (Mayor of Tremezzina), explained how the transition from in-house management to the industrial management represented by Como Acqua, a wholly publicly owned company, has enabled investments that would otherwise have been impossible for individual municipalities. Also thanks to these investments, which have grown steadily over the years, the quality of the service and the safety of the water provided to users have reached levels of excellence, as became clear from the speech by Lucia Lo Palo, President of Arpa Lombardia and thus the highest regional authority on environmental controls. Silvia Bartolini, Head of the Marine Environment and Clean Water Service Unit at the European Commission, explored the theme of \u201cWater Awareness,\u201d meaning the awareness needed to prevent the waste of this resource, both at the macro level represented by operators and at the granular level embodied by final consumers. Closing the session were the interesting reflections of Andrea Guerrini, a member of the Board of the Regulatory Authority for Energy, Networks and Environment (ARERA), regarding the new DCO and the upcoming regulatory period in which the water service tariff is determined. Particularly interesting in this regard is a survey by REF Ricerche according to which only 29% of citizens know that it is ARERA itself that approves the tariffs that end up on their bills, while 40% believe it is the operator and 11% think instead that it depends on a choice by the Mayor.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the afternoon, however, Radio Lombardia director Luca Levati moderated a panel featuring a variety of technical contributions. The first was by Marco Carta, CEO of Agici \u2013 Finanza di Impresa, who touched upon both the aspects concerning the effect of the NRRP (PNRR) on planning in the water sector and the topics of greatest interest that emerged from the activities of the OSWI observatory (of which Como Acqua is also a member), which monitors the national water sector. Among these, the issue of investments naturally returned, which was also echoed in the speech by Milo Fiasconaro, Executive Director of APE \u2013 Aqua Publica Europea, focused on the consequences of the new European directives on water quality, as well as in that of Samir Traini, from REF Ricerche, who highlighted how Como Acqua represents a true benchmark for its ability to constantly invest in the service (the 2023\/26 three-year plan amounts to over 163 million euros). Benedetta Brioschi, Associate Partner of The European House \u2013 Ambrosetti, presented the findings of the 2023 white paper, focused on the management of water resources as a driver of competitiveness and sustainable industrial development. This document was prepared by the Community Valore Acqua per l'Italia, which Como Acqua recently joined, in keeping with the networking approach that has always distinguished it.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The conclusion was entrusted to Tessa Gelisio, a well-known Mediaset host. After speaking with Luca Levati about her passion for the environment, and in particular for the water sector, she performed alongside \u201cthe water sommelier\u201d (the head of the Como Acqua laboratories) for a moment that was as entertaining as it was educational: a series of tastings and practical tests aimed at demonstrating the different properties and organoleptic components of the supplied water. &nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Understandably, Como Acqua President and CEO, Eng. Enrico Pezzoli, expressed great satisfaction with the outcome of the event: \u201cOur goal was to provide the most comprehensive picture possible of the water sector, in an open dialogue with the local mayors and all the stakeholders who accepted our invitation. For us, this is the event of the year, even though we have no shortage of opportunities for discussion with mayors and local areas (including on daily operations). However, we wanted to take stock of what we have done during 2023, a year that saw us press ahead with the growth path we have been pursuing together for some time now, but above all, to highlight everything we can do in the near future, if we maintain the solidity and cohesion of what has proven to be a truly winning team.\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSince Como Acqua began operations in 2019, we have overcome truly difficult challenges: first Covid, then the war in Ukraine which led to a dramatic rise in energy costs, followed by the climate crisis which translated first into the drought of 2022 and finally into the rainfall that has battered our region this year. Yet, despite all these problems, we have continued to grow, not only in terms of territorial scope, but also and above all in terms of service quality and investments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cWhile last year the water shortage required immediate, emergency responses, today we know that the climate crisis will be with us for quite some time, and therefore a forward-looking, long-term vision is needed. Precisely for this reason, today more than ever it is essential to talk about investments\u2014something I am sure will happen throughout the day\u2014and to develop a vision for the future that combines an awareness of the difficulties with the pride of being excellent attractors of resources. The figures show that the per capita investments of Como Acqua are much higher than those of larger companies, partly because we have proven to be serious and reliable in our relationship with those who have given us their trust and financial backing: from the Lombardy Region to the European Investment Bank. We possess the skills and professionalism that allow us to implement innovative projects, as we have also done by utilizing PNRR funds, along with fundamental assets such as the laboratory, which in 2023 once again proved to be of extraordinary importance.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">We are aware of having a great responsibility on our shoulders. Water is a resource that we had grown accustomed to considering inexhaustible and which is instead becoming increasingly scarce and therefore precious: wars, including economic ones, are fought over its control.
